Housing Choice Voucher Program
The Housing Choice Voucher Program (HCV) supports low-income households in accessing safe and sanitary housing. Participants are granted a voucher and can choose any housing that meets the minimum health and safety standards. The HCV services are administered locally through Public Housing Agencies (PHA) who receive federal funding from the U.S. Department of Housing and Urban Development (HUD).
Who Is Eligible for HCV?
Generally, households are eligible for the HCV Program based on household income. There are three populations accepted. PHAs prioritize different populations based on current enrollment and waiting lists.
- Low Income: Household with an income of 80% or lower than the local median income who are continuously assisted (i.e., receiving other housing supports).
- Very Low Income: Household with an income of 50% or lower than the local median income.
- Extremely Low Income: Household with an income of 30% or lower than the local median income. Seventy-five percent of families served by a PHA must meet this category.
